Political fireworks erupting over design studies for a new Port Authority Bus Terminal in mid-town Manhattan ignores some hard won lessons on how infrastructure gets built and paid for in our region. Although the site for the new terminal has not been finalized, we are in the midst of a design competition that will include some kind of conceptual budget, a document based more on musing than money. At some point, the community and bold face names will agree on a site, numerous changes will be incorporated, including material selection and construction logistics. At that point there will be thunderous criticism that the budget is “way over” its stated number with a round of condemnation for a “budget” that was never real in the first place and the recriminations will be the foundation for this new terminal before anyone decides on where to place the cornerstone.
