Government Relations

GCA structures its government relations program to help shape public policy by building relationships with government officials at local, state, and national levels to shape government actions that will align with the interests of contractors.

In addition, the GCA has created standing Working Groups and Subcommittees, as well as on an as-needed basis, for the contractor members to regularly engage regulators in small groups settings. The agencies we work with include:

  • Capital Reform Task Force

We monitor policy trends, develop strategies, and engage lawmakers and regulators through activities like providing information and advocating for better outcomes in Congress, NY Governor’s Office and State Legislature, and NY Mayor’s Office and City Council.

Legislative Affairs

Being such prominent players in public and capital programs makes the bills that get passed in Washington D.C., Albany and City Hall, and signed into law, more impactful on contractors. The GCA is involved in all facets of the legislative process, including: testifying at hearings, lobbying, and informing the debate with elected officials. The end products, laws and budgets, heavily factor in infrastructure planning and building.

The 2025 New York State Legislative Session produced a number of positive outcomes for contractors. This included an unprecedented addition of $800 million for the NYSDOT Capital to restore purchasing power, a funding increase essential to offset higher material costs, supply chain disruptions, and overall rising costs for ongoing projects. The GCA was also heavily involved in the push to fully fund the MTA Capital Program which was included in the budget.
