At GCA, our role goes beyond the infrastructure projects that our members build and support. We are dedicated to ensuring that, as New York City moves forward, the heavy civil industry continues to make its mark and sustain a workforce that can live and thrive in New York.

Safety

Safety Committee

GCA contractors make every effort, every day, to ensure that workers and work sites are….SAFE. Together, we all work to promote safety measures during Safety Week, Construction Suicide Prevention Month and OSHAʼs National Safety StandDown to Prevent Falls in Construction.

Whether itʼs safety training, personal protection equipment or tool box talks, contractors take great pride in knowing that they are protecting and improving the lives of people working in this great industry.

Labor Relations

In addition to negotiating collective bargaining agreements for our members, the GCA devotes resources to creating a collegial environment and fostering a partnering relationship with our signatory unions. Management and Labor have several annual meetings and conferences that are held jointly. We work hand-in-glove with our labor partners on safety and welfare for the heavy civil workforce by serving as trustees on various benefit funds, and supporting student scholarships and numerous charities together.

Law & Legislation

The GCA is constantly advocating for, and advancing, a sensible public policy program on behalf of its member contractors. We show up in City Hall, Albany, or Washington D.C. to encourage regulatory streamlining, striving to protect the industry from costly and time-consuming laws and regulations. Through our Law & Legislation Committee and working groups, we also bring the decision makers into our conference room to work with GCA contractors on solutions that benefit all parties.

The NYS DOT Working Group focuses on statewide transportation policies, construction standards, and capital programs that drive heavy civil work across New York. It addresses issues related to bidding procedures, specifications, and regulatory requirements unique to state projects. The group works to improve coordination around scheduling, inspections, and field operations to reduce delays and uncertainty. It also monitors infrastructure funding and advocates for consistent investment in roads, bridges, and safety improvements. Members contribute insights that support clearer guidance and more efficient project delivery practices. The DDC Working Group plays a key role in improving the city’s building and infrastructure project delivery processes. A central focus is strengthening schedule reliability and supporting the effective use of design-build and other modern delivery approaches. The group works to streamline procedures related to payments, change orders, and submittals. Members contribute operational insights that help refine standards and address recurring challenges in field execution. Ultimately, the committee advances more transparent, efficient, and predictable delivery of public projects.

The MTA Working Group supports coordination on complex transit, rail, and bridge projects across the region’s extensive transportation network. It focuses on access constraints, operational rules, and safety requirements unique to construction within active transit systems. The group monitors capital program developments to anticipate workload demands and funding allocations. Members develop recommendations to address challenges such as night work, system outages, and modernization initiatives. Discussions help clarify procedures across multiple MTA divisions and reduce field uncertainties. The group monitors capital planning to anticipate project sequencing and contracting opportunities.
